Overview of the RAMP Programme in Tamil Nadu

The Raising and Accelerating MSME Performance (RAMP) programme is a World Bank–supported Central Sector Scheme launched by the Ministry of MSME, Government of India, to strengthen and revive Micro, Small and Medium Enterprises. The programme focuses on two major result areas—strengthening MSME institutions and governance, and enhancing market access, firm capabilities, and access to finance—implemented through a Strategic Investment Plan (SIP).

The SIPEC committee of Ministry of MSME approved10 projects with a total financial outlay of Rs.195.80 crore. Of this, Rs.164.10 crore is funded by the Government of India under RAMP, while the remaining Rs.31.70 crore is contributed by the State. The approved projects span critical MSME development areas, including Digital MSME Facilitation Services, Industry Transformation Maps, Zero Defect Zero Effect (ZeD), Intellectual Property Rights support, Business incubation, TReDS, sector transformation initiatives for food processing and coir, and market‑oriented interventions like Reverse Buyer Seller Meets and Vendor Development Programmes. FaMeTN has been designated the nodal agency to receive funds and implement the approved projects.

Empowering Tamil Nadu MSMEs

The RAMP programme is poised to significantly benefit MSMEs in Tamil Nadu by improving access to digital services, expanding market opportunities, enabling better access to credit, and strengthening overall business competitiveness. Digitalisation initiatives will streamline service delivery and create a comprehensive industry database, while sector‑specific transformation programmes will modernise industries such as food processing and coir. Support for ZED certification, IPR facilitation, and incubation will enhance quality, innovation, and entrepreneurship across the state. Together, these initiatives will help MSMEs scale sustainably, integrate with global and domestic value chains, and contribute more effectively to Tamil Nadu’s industrial growth.
